Manila-The Electoral Commission (Comelec) said on Tuesday that the public should not worry that logistics providers will be responsible for transporting VCMs to different deployment centers in the country.

Comelec spokesperson James Jimenez made this guarantee after the polling agency signed a contract with F2 Logistics worth 529.99 million Philippine pesos to deliver VCM and votes in the national and local elections in May 2022.

Jimenez stated in his Twitter account that after delivery, VCM will undergo final testing and sealing three days before the election day on May 9.

"We know that the VCM is working properly; if the machine still fails, the backup VCM is used; before the voting starts, the VCM will print a zero report to prove that there is no pre-programmed result in the machine's memory," Jimenez said.

After the vote, he said that VCM will print a hard copy of the election report, which will then be certified by the election committee and observers.

"After that, the VCM will send the election returns to a) the municipal canvassing system; b) the central server; c) the transparent server; after transmission, the main memory card is held by the election committee to the municipal canvassing system, and the VCM is packaged and waiting to be retrieved and deployed Center," he added.

He said there are several safeguards in place to ensure that logistics providers cannot tamper with voting.

"As you can see, the logistics provider cannot tamper with the election results at any time, whether it is because of process guarantees (such as zero reports) or because once the results are released, VCM has almost nothing to do with the results. It has been reported," Jimenez Say.

He added: "In addition, we will closely witness and monitor the actual delivery."

He stated that F2 Logistics Philippines' contract has no reason to be cancelled.

He added that there should be good reasons for not executing the contract.

"Well, contract decline must be justified. There must be some kind of breach of contract terms," he said in a TV interview on Tuesday.

"It must be that F2 has violated regulations, or the situation has suddenly changed. Comelec no longer needs the contract. I think we can give reasons for cancellation at that time, but as far as the current floating situation is concerned, as far as the proposed proposal is concerned, this will also not become The reason for the withdrawal," he added.
